Power Reserve

Overview

In November 2024, Ontario’s Minister of Energy directed the Independent Electricity System Operator (IESO) to secure new resources to meet the province’s growing energy needs. In response, IESO launched the Long-Term 2 RFP (LT2)— Canada’s largest-ever energy procurement— offering 20-year contracts. Capacity proposals are due in December 2025.

To help meet this demand, the Woodville Power Reserve is being developed to help strengthen Ontario’s electricity system and add new power capacity. The proposed facility— a standalone battery energy storage system— will be located in the City of Kawartha Lakes and provide 70 megawatts (MW) of capacity and 560 megawatt-hours (MWh) of storage. Upon approval, Woodville Power Reserve will play a key role in supporting grid reliability and advancing Ontario’s transition to cleaner energy.

Neoen, in partnership with Williams Treaty First Nations, is leading the development of this project as part of its participation in the LT2-1(C) round. The development will deliver lasting local benefits, including job creation, lease payments, and capital investment to support the regional economy.

Location

Woodville Power Reserve is located within Williams Treaty Territory, home of many Indigenous nations. The Project is located approximately 3 km northwest of Woodville.​

Our demand for electricity is rising (by a lot)

In response to Ontario’s directive to strengthen the province’s electricity system, the Independent Electricity System Operator (IESO) launched the second Long-Term Request for Proposals (LT2 RFP) power procurement, to secure new sources of reliable and affordable electricity generation and capacity to meet the province’s long-term energy needs.

Neoen and its First Nation Partners intend to participate in the LT2-1(C) round with the Woodville Power Reserve– a proposed energy storage facility located in Woodville, City of Kawartha Lakes.
