Woodville
Power Reserve
Overview
In November 2024, Ontario’s Minister of Energy directed the Independent Electricity System Operator (IESO) to secure new resources to meet the province’s growing energy needs. In response, IESO launched the Long-Term 2 RFP (LT2)— Canada’s largest-ever energy procurement— offering 20-year contracts. Capacity proposals are due in December 2025.
To help meet this demand, the Woodville Power Reserve is being developed to help strengthen Ontario’s electricity system and add new power capacity. The proposed facility— a standalone battery energy storage system— will be located in the City of Kawartha Lakes and provide 70 megawatts (MW) of capacity and 560 megawatt-hours (MWh) of storage. Upon approval, Woodville Power Reserve will play a key role in supporting grid reliability and advancing Ontario’s transition to cleaner energy.
Neoen, in partnership with Williams Treaty First Nations, is leading the development of this project as part of its participation in the LT2-1(C) round. The development will deliver lasting local benefits, including job creation, lease payments, and capital investment to support the regional economy.
Location
Woodville Power Reserve is located within Williams Treaty Territory, home of many Indigenous nations. The Project is located approximately 3 km northwest of Woodville.
Our demand for electricity is rising (by a lot)
The demand for electricity to power our lives has never been greater. To keep energy reliable and affordable, we need smarter ways to store electricity for when demand peaks.
Batteries make this possible. They store electricity when the grid has surplus power and release it when we need it most. This means fewer risks of power outages, more stability, and cleaner energy for everyone.
Think about what that supports:
- The lights and appliances in our homes
- Phones, TVs, and computers we use everyday
- Stores, offices, hospitals, factories, and more that keep our communities running
Energy storage ensures all of this works seamlessly— today and into the future.

Our Commitment to the Community
For local economy
Over 200 full-time jobs at peak construction, creating opportunities for local individuals and First Nations businesses
For the climate
Batteries will store clean electricity (e.g. hydro, nuclear energy) typically during off-peak periods, and will be discharged back onto the grid during peak periods
For your community
Neoen will contribute through a Community Benefits Fund with the City of Kawartha Lakes, supporting planning and development priorities as identified in the City’s 2025-2029 Economic Development Strategy plan
Project Lifecycle
Neoen is connecting global leadership in reliable energy to Ontario.
Our commitment is simple:
- Safety first
- Listen well
- Share benefits
- Protect land and water
- A good neighbour
We know trust is earned, not given. That is why we focus on safety, reliability, and care for the local environment in everything we do.
Our goal is to work alongside the community, listen to concerns, and ensure our projects bring real benefits for Kawartha Lakes
We have chosen to invest in Ontario because we see its potential and its commitment to a clean-energy future. Our goal is to contribute responsibly— delivering reliable energy solutions that create real benefits for local communities and support a stronger, more sustainable economy for everyone.
In response to Ontario’s directive to strengthen the province’s electricity system, the Independent Electricity System Operator (IESO) launched the second Long-Term Request for Proposals (LT2 RFP) power procurement, to secure new sources of reliable and affordable electricity generation and capacity to meet the province’s long-term energy needs.
Neoen and its First Nation Partners intend to participate in the LT2-1(C) round with the Woodville Power Reserve– a proposed energy storage facility located in Woodville, City of Kawartha Lakes.
